The NPS staff scientist recommended that the agency conduct a review of its commissioning policies and examine NPDES permits, to determine if current policies are being effectively used to protect the environment. The report was published in May 2021 in the journal PLOS ONE.

Currently, the NPS has a series of strategies to address the problems associated with its current set of policy recommendations. Some of the recommended strategies include improved communications and outreach, the development of a core management and policy team to oversee implementation of NPS projects, and the examination of the cost effectiveness and environmental impact of NPDES permits issued for individual projects. These NPDES permits are issued by the NPS to contractors and subcontractors who are responsible for carrying out the work related to a NPS project. Each permit may specify a required level of pollutant release, a maximum level of noise, a maximum daily operating temperature or a maximum daily operating precipitation.

The NPS encourages the use of EPC as a tool for commissioning of commercial and public works projects. However, the criteria used in determining this eligibility are very specific and rely on a number of factors including the location and purpose of the project, the impact that it will have on nearby residents and businesses, and the quality of the local environment. There is currently no substitute for an NPS accredited surveyor’s independent professional opinion (OEO).This opinion is Rirchardson carried out before any work begins and must be repeated on completion of the project. The cost of this opinion is considerable, as it must be performed over a number of months before any cash flow can be determined. However, if there are a number of commissioned buildings that meet all the project requirements, it may be possible to re-use these buildings for future construction projects without the need for a fresh search for an independent professional opinion.

For any building operations to continue to operate effectively there needs to be regular monitoring and maintenance of the performance of the systems that control the operation of heating, ventilation and air conditioning (HVAC). The building operations manual should be used to identify the key components and then describe the way these elements are serviced, maintained and repaired. The HVAC system should be inspected regularly to identify any failures and required maintenance performed at regular intervals. In addition, the operation manuals for heating, ventilation and air conditioning systems should be checked periodically to identify any issues that might require the immediate attention of the building operations manual. Regular and sufficient testing should be conducted as well to ensure these components are in good working order
